"Women cry rape to get back at their boyfriends"
"If they want freedom, why don't they (girls) roam around naked?"
"Now we will bring girls from Kashmir"
Only in India can someone like ML Khattar remain as CM. People should reject such politicians, else things won't change. pic.twitter.com/OO00orZJLC

He didn’t say it, his speech was misinterpreted. In his speech (video above) he is talking about how his campaign has resulted in balancing Sex ratio, increasing number of females per 1000 males.
CM Khattar himself tweeted
Dear @RahulGandhi ji, at least at your level, you shouldn’t react on distorted news. I’m attaching the video of what I actually said, and In what context – this will give you clarity of mind. https://t.co/TCjhV0cuiO pic.twitter.com/GfD3SWlETI

Transcript of what he said –
Our Haryana was defamed and was seen as a state that kill girls. We then ran a campaign. The gender ratio which earlier was 850 girls/1000 boys has now reached up to to 933 girls/1000 boys. This was a huge work, a challenge, this is a work for change in society. Elderly, youth/old will understand there may come a time when number of girls will be lesser than boys. Our Dhankad Ji has said, we will bring girls from Bihar. Now, some are saying, now that Kashmir is open and we can bring them girls from there. Jokes apart, but if the gender ratio is correct, then there will be balance in the society. So, we all have to participate in this.
So it’s clear that he based his sentence on what others are saying claiming it to be not real, humor. It also is not clear about ownership as Rahul Gandhi tweeted. Everyone ‘usually’ need someone from another gender to marry (except LGBTQ). So in usual case even women need a man to marry, but here the gender ration is the issue proving number of girls are lesser than boys.
The point was, one should not go on looking for help of others when he/she himself can achieve it.
So he was trying to motivate people from his own state.
This particular incident was obviously misinterpreted but CM Khattar has been in controversies earlier.
1. He said in most cases of rapes or molestation the victim and culprit know each other already
#WATCH:Haryana CM ML Khattar says,“Sabse badi chinta yeh hai ki yeh ghatnayein jo hain rape aur Chhed chhad ki, 80-90% jankaro ke beech mein hoti hai.Kafi samay ke liye Ikhatte ghumte hain, ek din anban hogai, uss din utha karke FIR karwa dete hain ‘isne mujhe rape kiya’.”(15.11) pic.twitter.com/jZWy3h3fK2
