The man being dragged is not a Hindu and it was not Pakistan.
A Photo is being used for years and debunked in Feb 2016 by SMHoaxSlayer claiming Recently a Hindu was chanting ‘Modi Ji’/ ‘Jai Shree Ram’ in Pakistan, he was caught by Islamic Zealot Police, was beaten up, chained to a bike and dragged on road.

This photo is a Prize 3rd winner of Photos taken by Journalist Adel Hana in 2013.
Palestinians drag the dead body of a suspected collaborator with Israel through the streets of Gaza City, on 20 November. That week had seen heavy bombardment of Gaza by Israel, in what was known as Operation Pillar of Defense.
The dead man was one of six alleged collaborators killed at a city intersection by masked men, who forced them to lie on the ground, and shot them in the head.
